As part of a project implemented by the Department for Emergency Situations and the General Inspectorate for Emergency Situations, 34 mountain rescue vehicles were handed over to the county public Salvamont services at the end of last week. These vehicles are fully equipped for mountain rescue operations and include trailers for search and rescue dogs.

The main features of the specialized vehicles include: rapid deployment, off-road capability, transport of rescue personnel, provision of qualified first aid to the injured, and transport of victims. The vehicles are designed for intensive use, with frequent acceleration and deceleration, including on steep slopes and rugged terrain.

Through this addition, the Cluj County Public Mountain and Cave Rescue Service (Salvamont-Salvaspeo) further strengthens its operational capacity with one more specialized vehicle. The service’s infrastructure, supported by the Cluj County Council, currently includes: six mountain rescue bases (Cheile Turzii, Băișoara, Beliș, Bălcești, Doda Pilii, and Vlădeasa), two container-based first aid stations at the Mărișel and Buscat ski resorts, four mountain rescue utility vehicles, two UTVs, one snowmobile, one boat, a drone equipped with thermal imaging, as well as both individual and collective equipment for mountain, cave, and diving rescue operations.

As a result, residents of remote areas, as well as over 110,000 Ukrainian citizens settled in Romania, will have the opportunity to benefit from free medical services—helping them detect life-threatening conditions in time.

IVECO DAILY Vehicles for the Health Caravan

The four vehicles will be part of a convoy consisting of six mobile medical units as part of the Health Caravan Initiative. The action was launched by the Romanian Red Cross (Societatea Națională de Cruce Roșie din România).

The first stop of the Health Caravan will take place in Galați on June 12, with plans to reach the counties of Călărași, Constanța, Tulcea, Vaslui, Iași, Botoșani, Suceava, Maramureș, Satu Mare, Sălaj, Brașov, Sibiu, and Cluj by August 2024.

The official launch of the Health Caravan project took place at Romexpo Bucharest and was marked by the presence of Her Excellency Laurence Auer – Ambassador of France to Romania, Tiberius Marius Brădățan – State Secretary in the Ministry of Health, as well as Camelia Șucu – President of the Romanian Red Cross, Ioan Silviu Lefter – General Director of the Romanian Red Cross, Hicham M’ghafri – Health Delegate for the French Red Cross in Romania, Youness Rahoui – Head of the International Committee of the Red Cross Delegation in Romania, Emilie Goller – Head of the Delegation of the International Federation of Red Cross and Red Crescent Societies in Romania, Claudia Butoarcă – Marketing Director of IVECO Romania, along with representatives of Ukrainian refugees from the Health Promotion Center in Bucharest and volunteers and partners of the Romanian Red Cross.

“Equal access to medical services is a goal actively promoted by the Romanian Red Cross through the Health Caravan project. We want every person—regardless of origin, socioeconomic status, or place of residence—to have access to quality healthcare. Through our actions, we aim to reduce health inequalities and help build a healthier future for all,”
said Ioan Silviu Lefter, General Director of the Romanian Red Cross.

Vehicles Equipped with Special Equipment

The four 3.5-ton IVECO DAILY vehicles were prepared and delivered by IVECO TRUCK SERVICES. The bodywork was carried out by AFICAR UTILAJE, a specialized partner also known for creating mobile medical units for similar projects.

The vehicles are equipped with special features, including twin rear wheels for the rear axle and a robust C-profile steel chassis—unique in the industry. The construction of this chassis enabled a 5-meter body length, allowing for the creation of a spacious and functional area for the mobile medical clinics to operate under optimal conditions.

The collaboration between the Romanian Red Cross and IVECO Romania began in 2020. Last year, IVECO Romania donated three DAILY-range vehicles to the organization, valued at €150,000, specially equipped for transporting medicines, medical equipment, or food.

The Romanian Red Cross has established Health Promotion Centers in five counties—Brașov, Bucharest, Constanța, Iași, and Satu Mare, alongside the mobile medical units. These centers target individuals with complex needs and offer primary healthcare services and psychosocial assistance. Teams composed of specialist doctors, medical assistants, and Red Cross volunteers assess beneficiaries’ health through basic medical tests and provide consultations in general medicine, pediatrics, gynecology, vision care, dentistry, and other specialties.

First Edition of the Caravan Brings Positive Impact to 21 Communities Across the Country

In 2022, the Romanian Red Cross launched the first edition of the Caravan, highlighting once again the limitations faced by people from isolated areas in accessing screenings and medical information. The data collected from the 21 communities visited showed the following:

• 75.49% of respondents visit their family doctor no more than 2-3 times a year.
• 30% of them have not undergone any specialized medical investigations in the past year (ultrasounds, ECGs, X-rays, MRIs, blood tests).

According to questionnaires completed by 857 people between February and March 2022.

The information gathered in the first edition of the Caravan revealed that the main health issues faced by the population were heart diseases—720 respondents, diabetes—485, weight problems—157, followed by issues with the lungs, stomach, liver, or pancreas.

A group of doctors from the “Sf. Ioan” Emergency Clinical Hospital in Bucharest, led by Dr. Laura BATIȘ – UPU doctor, the company AFI CAR UTILAJE SRL, represented by Commercial Director Carmen BĂLAN, and the Association of Military Veterans and Disabled Veterans, represented by Anton Emiliana – Civil Society Relations and Social Assistance Counselor, united their efforts to organize a transport of essential supplies for refugees from Ukraine.

The group of doctors from the “Sf. Ioan” Emergency Clinical Hospital in Bucharest managed to raise the necessary funds for purchasing the items. AFI CAR UTILAJE SRL will provide the vehicles needed for the transport, while its employees, kind-hearted people, decided to allocate financial and material resources for the success of the humanitarian action. The Association of Military Veterans took on the task of coordinating and planning the logistics of the transport, working side by side to bring a smile, perhaps, to the tear-streaked faces of Ukrainian refugees.

As a result of the partnership between the Romanian Gendarmerie, the Inspectorate for Emergency Situations, and Salvamont, 17 Jeep Wrangler Unlimited emergency vehicles, purchased under the Regional Operational Programme 2014-2020, through the project “Improving the capacity for medical emergency intervention,” arrived on Friday, January 12, at the beneficiary gendarmerie units. This is a great achievement for our community and a significant improvement in the gendarmerie’s ability to respond to calls from people in risk situations that involve accessing very hard-to-reach areas.

These high-performance emergency vehicles, equipped with special trailers for transporting service dogs used in search-and-rescue missions, first aid equipment, and devices, will increase the efficiency of our interventions and also contribute to ensuring your safety in emergency situations.

Personnel at the beneficiary units were carefully trained at the supplier’s headquarters to efficiently use this new resource to respond quickly and professionally to any situation that requires the use of these vehicles.

Around 20,000 people will benefit from tuberculosis screening using a mobile medical unit, as part of the active detection campaign for this disease, which is part of the E-DETECT TB project.

“The active screening campaign will cover approximately 20,000 individuals from at-risk categories, with the possibility of extending the target to 25,000 beneficiaries. Examinations will be conducted using a mobile medical unit equipped with imaging and molecular diagnostic equipment by specialists from the ‘Marius Nasta’ Pneumophthisiology Institute, with the support of the National Program for the Prevention, Surveillance, and Control of Tuberculosis in Romania,” stated Dr. Beatrice Mahler, manager of the ‘Marius Nasta’ Institute and vice president of the Pneumology Commission of the Ministry of Health, during a press conference on Tuesday.

According to her, the E-DETECT TB caravan aims to ensure the active and early detection of tuberculosis.

E-DETECT TB targets the active detection of TB in vulnerable population groups, which include: people deprived of liberty, homeless individuals, Roma populations, drug users, and very poor populations with limited access to healthcare.

“Today, we are launching the first active tuberculosis diagnosis campaign in Romania. The issue of TB is a complex one, involving medical staff, affected individuals, authorities, and the community as a whole, because we are talking about a disease with a significant impact on public health. The ‘Marius Nasta’ Pneumophthisiology Institute is responsibly involved in implementing health strategies and policies, either developed by the Ministry of Health or aligned with initiatives from the World Health Organization, the UN, or other national or international bodies regarding TB issues, because we have a well-trained human resource in managing tuberculosis and multidrug-resistant tuberculosis patients,” Dr. Beatrice Mahler further stated.

Tests Include Radiological Examinations and Sputum Tests

When a person enters the mobile medical unit for examination, the first step involves completing a questionnaire and recording the medical and socio-demographic data. Then, a chest X-ray is performed, which is transmitted through a telemedicine system to the ‘Marius Nasta’ Institute, where a pneumologist specialist from the project will analyze the imaging result. Simultaneously, another interpretation will be made by a doctor from the Dutch partner – KNCV Tuberculosis Foundation.

For the sputum test, the mobile medical unit is equipped with an advanced automated diagnostic system capable of identifying the DNA of the Mycobacterium tuberculosis (MTB) complex and resistance to one of the antibiotics used in TB treatment.

Patients diagnosed with TB will subsequently enter a complete treatment and monitoring program (including interventions to increase treatment adherence), in accordance with national recommendations for tuberculosis control.

As of 2016, the incidence of tuberculosis in Romania was five times higher than the EU average.

The E-DETECT TB project is carried out at the European level in countries such as Bulgaria, Italy, the United Kingdom, the Netherlands, Romania, and Sweden, and includes several components: active diagnosis (Romania, Bulgaria), detection, prevention, and treatment of TB among migrants (Italy), and the establishment of a registry documenting both latent and active tuberculosis cases in Europe (United Kingdom, Netherlands, Sweden). The program is co-financed by the European Commission, through the Executive Agency for Consumers, Health, Agriculture and Food.

In Romania, E-DETECT TB is implemented by a team of specialists from the ‘Marius Nasta’ Institute, with support from the National Tuberculosis Prevention, Surveillance, and Control Program. The total value of the project in our country is 970,449 euros, co-financed by the Ministry of Health, which allocated 612,069 euros.

“We installed a two-ton Neapolitan oven. We bought it new, and the entire rear structure was made by a bodybuilder in Romania. From start to finish, without any shortcuts, we wanted it to be something special. We even received compliments from an American working for Google when we were at the seaside for May 1st. He was from California, the motherland of food trucks, and he told us that back home, you won’t see a food truck as cool as ours. Now we have two trucks that go to festivals and one stationed in a fixed location in Bucharest,” Andrei shares.

This weekend, Camionetta is present at two festivals, Street-Food Cluj and Neversea. Andrei puts his hand in the oven for the pizza he makes. Most of the ingredients are protected-designation-of-origin products.

For example, the tomato sauce is made with the famous San Marzano tomatoes that grow in the volcanic soil at the foot of Vesuvius. The flour comes from a mill in Naples, while for the mozzarella, he found a local option in Romania.

“An Italian opened a factory in Romania, in Prahova, and makes sensational mozzarella, even better than many from Italy.”
